You pick a skin from your inventory and a more valuable target from the catalog. The success chance is about 90% of your skin's value divided by the target's price, kept between 2% and 90%. For example, trying a $200 target with a $100 skin gives roughly a 45% chance. Win and the target joins your inventory; lose and the skin you offered is gone.

The chance is shown clearly before you try and is the same every time; losing several in a row doesn't make the next attempt easier. Upgrading is a risky but exciting way to turn cheap skins into one big item.
